Meet the Team!
Bepsy Strasburg
Born in Bangladesh, educated in the United Kingdom, Scotland and US, I seled in Carson over 6 years ago. The first volunteer position I had was with the Carson City Government Audit Committee which leveraged my knowledge in internal audit, Sarbanes-Oxley (SOX) compliance, process improvement, risk assessment and consulting projects across financial services, technology, healthcare and retail industries. Apart from learning and providing input at various Boards and Commissions meetings in Carson City, my board experience include membership of the Zuckerberg San Francisco General Hospital Foundation Audit Committee, Carson Tahoe Health Philanthropy Advisory Board, Patient, Caregiver Partnership Council and Nevada State Public Employees’ Benefits Program (PEBP) Board.
My commitment to Carson City has been through my work at the Carson City Greenhouse Garden Project, Halloween festivities at the Governor’s Mansion, Carson City election poll worker and supporting my neighbors as needed. I am a graduate of the Sheriff’s Citizen Advisory Academy and Carson City Chamber of Commerce Leadership Institute.
I have traveled extensively to Asia, Africa, North America, South America, Europe, and
Australia through work and play which has contributed to my knowledge and experience to address diverse situations.

My decision to retire here in Carson City has turned into my privilege to be among the people of traditional values in Carson City; residents who are respectful of each other and who have a deep desire to make things better for everyone. These are the values that I hold dear in my heart. I did not want Carson City to be another “Big City Lite”. I feel that community involvement is the only way to preserve all that I like about Carson City.
My community activities have ranged from volunteer work at the Sheriff's department, Greenhouse Garden Project, Governor’s Mansion during Halloween festivities, poll worker during elections, taking care of my neighbors by providing assistance when needed and proactively sharing my feedback during public comment in the Planning Commissions, Regional Transportation Commission, Board of Supervisors and School Board meeting over the past 3 years.
I believe in Build2Win's mission to encourage public involvement and expression to enhance our quality of life in Carson City.

As a resident of nearly three decades and raising my family here, I have enjoyed the benefits of living in a close-knit historic community. Over the last few years, the city I have been so proud to call home has been transformed from the "special" into the "ordinary." My concerns include a lack of prioritized spending of limited city funds, the neglect in maintaining local neighborhood roads, and pockets of inconsistent housing projects in Carson City. Informed residents would like to express themselves and be proud of future changes in our city. Build2Win will help residents to do just that which is why I am involved.
Maxine Bradshaw
I came to Nevada in 1966 settling between Goldfield, Tonopah where I graduated from high school and Carson City where I have spent most of my 57 years in Nevada . I was most active volunteering in the schools with three children graduating from Tonopah and Carson City high schools respectively. Carrying that passion for children’s well-being and community commitment, I served as a Nye County School Board trustee in the late 1980’s and upon my return to Carson City with my three sons raised, I became engaged in local concerns through attendance in school board, supervisor meetings and community gatherings. I have a special place in my heart for the Carson City small town that used to be and feel such a strong need to see it revived. Raising public awareness is my true cause and I feel that Build2Win is the greatest catalyst to accomplish this countywide. I am happy to be a part of this new and growing grassroots organization.

Dave Partee
I’m a 3rd generation Nevadan, born in Reno and raised in Carson City. I attended K-12 in Carson City and graduated from the University of Nevada, Reno with an Associates Degree in Electrical Engineering Technologies. I worked 27 years at the Nevada Department of Transportation in a variety of areas, but Traffic Engineering was my passion. I have seen Carson City grow from a population just over 15,000 to its current 59,000+ today. There have been many changes to the city, not all for the better. I am happy to work with other individuals who feel as I do that we need to watch what our local governing boards are doing because it seems as if they are not truly acting in our Citizen’s best interests, rather quite the opposite.
Build2Win is a Carson City volunteer grassroots organization that educates about the workings of local government and provides citizens an opportunity to provide input to future city laws and programs. Periodic seminars and workshops are conducted for speakers to explain various city functions and programs. Volunteer members monitor and track when and where various civic committees meet and publish this information. Using this info, citizens may choose to attend these meetings. Build2Win!
